The E. Wayne Dickey award was instituted in 2013 shortly after the untimely death of FIU Intelligence Coordinator Wayne Dickey. Wayne served the law enforcement Intelligence community for over 40 years. Even after retiring from the Florida Department of Law Enforcement, he continued to serve as the Intelligence Coordinator for FIU. This award was developed to honor Wayne and the Intelligence investigators/analysts of the 21st Century that are striving for the same excellence that Wayne was able to exemplify.



The Mike Joyner award was instituted in 2017 in honor of Mike Joyner. He has served the law enforcement community for over 40 years. Even after retiring from Law Enforcement, he continued to serve the public and has remained an active member of the Florida Intelligence Unit.  The Mike Joyner Law Enforcement Officer of the Year Award will reflect Joyner’s beliefs, character, morals and many career-long achievements. It will be awarded for the first time in 2018 to an officer who represents what Joyner stood for during his career. Joyner's vast career put him in some of the worst assignments a person could ask for, from drug deals in Mexico, weeks in a high risk prison to get a murder confession, to dancing for days with a female serial killer in order to get her arrested. This award was developed to honor him and officers who go above and beyond the call of duty.

Eligibility

All sworn and non sworn analytical staff are eligible.  Nominee must have been able to contribute significantly to the law enforcement/homeland security intelligence community through one significant event or a series of lesser events that culminated to being noteworthy. Examples include, but are not limited to: significant contribution to, or solving major case(s), promotion of criminal intelligence, successful case closures through intelligence sharing, data mining, intelligence product dissemination, etc., superior intelligence product development, subject matter expert in intelligence related fields, intelligence training. The act(s) included in the nomination must have occurred in 2017 or 2018. Historical acts (briefly explained) used to support the more recent incidents will be acceptable and are encouraged. The whole person concept is important. If applicable, provide information concerning extra-curricular activities that are also exemplar.

Nominations are received from May - July each year. The award is presented at the annual FIU Training Workshop

Eligibility

 All sworn, full-time Law Enforcement Officers are eligible. Nominations may be made for exceptional achievement in any law enforcement endeavor, including extraordinary valor, crime prevention, investigative work, community policing, traffic safety, drug control and prevention, juvenile programs and training programs. Nominations for the awards should be made for law enforcement endeavors, either on-duty or off-duty, that occurred between January 1 and December 31 of the previous year. An agency may nominate only one officer. You may nominate more than one officer if they worked together as a team and were involved in the same incident or project. This will count as one nomination. Neither the individual making the nomination or the nominee need be a member of the FIU.


Nominations are received from May - July each year. The award is presented at the annual FIU Training Workshop

DEADLINE: The deadline for receipt of nominations is July 31.

NOTIFICATION: Winners will be notified by August 15, after final approval by the FIU Executive Board.

PRESENTATION: Awards will be presented during the FIU Annual Conference.
